THE Chief Commissioner approves of the prposal of the Director of Public Instruction for the utilisation of the sum of five lakhs representing the amount allotted to elementary schools from the norecurring grant of thirteen lakhs given by the Government of India in 1913 for the improvement of education. [...] though this list of educational officers includes the names of all the 34 clerks of the office of the Director of Public Instruction and all the rest of these functionaries in the deparment. [...] All the same the head of the deparment must deserve the profoundest gratitude of these exiles during their sojourn in the land of regrets undertaken only for the sake of duty to the empire and to the natives. [...] To the former belong the prominent schoomasters of this colony and to the latter the learned jurists lawyers and journalists of Colombo not excluing the members of the Legislative Connell ! It is not the practical lay mind that can grasp the situation any more than the ideal eductionalist of the Colony. [...] is Ceylon far in advance of India in English eduction ? And the sons of India backward in the study of their vernaculars and their ancient classics ? We leave these questions to the sober judgment of our educationalists and of our edcational reformers of the clay as academic ; but vernaculars ought to form a part of the curricula of secondary schools as the new code insists upon passing the
