Sale's suggestion of compulsory education as a means of preventing the abuse of chillabour was referred by Government to a Committee consisting of the Director of Public Instruction as chairman the Collector of Bombay the Chief Inspector of Factories Sirdar Sir Chinubhai Madhavlal and representatives of the Mill-owners' Association of Bombay and the Schools Committee of the Bombay Municipa [...] The Committee was required to examine generally the question of the edcation of factory children and more partcularly to consider the possiblity of arraning for the education of all children emploed in factories ; suggesting the measures necessary to give effect to their recommendtions ; and reporting upon whom primarily the responsibility for and cost of the excution of suc [...] The Case of Thrice-Failed Students REQUEST TO GOVERNMENT AND REPLY THE Secretary of the Cawnpore Hindu Sabha addressed the following letter to the Chief Secretary to the U. P. Government :— SIR -1 am directed by the executive committee of the Cawnpore Hindu Sabha. [...] 2 JULY 1915 & PROGRESS OF INDIA 39 The limitation of numbers in each class the abolition of Matriculation classes specially in the Government schools the total officialization of the School-Leaving examination the raising of fees from the unsuccessful candidates the recent amendment of article 123 of the educational code—not to say about the age restrictions in the University examinations. [...] The view does not take account of chance illness family misfortune or any other vis major which may have contributed to the failure of the boy and it is therefore submitted in the alternative proposal suggeted in the end that the matter should be left at the option of the head-master of the school who in fact would be the best judge of the particular condition of each boy.
