Where however the percentage of failures is enormous the cosequence is a wastage of student life and the circumstance calls for an enquiry into the standard of teaching and discipline and the relationship it bears to the standard of examination. [...] Turning now to the other aspects of the question we would say that an enquiry may be instituted to consider the whole question of curriculum and the methods of teaching in the schools and colleges to find out what improvements have been effected in the latter since the beginning of the New Regulations and whether the curriculum has been found quite satisfactory. [...] The most important feature of the development of education is the ever increasing attention paid to the education of the Antyaj population or the depressed classes as they are called in Baroda. [...] The object of the Blue Book in short is to give the latest Statistics of Education and at the same time to show the advance that has been made during the present Viceroyalty. [...] Not the least interesting of the tables are those which deal with the results of the Matriculation and the B. A. Examinations.
