The University contemplated by the Bill will be primarily a residential and teaching University located at Patna. [...] The Syndicate's recommendation regarding the appointment of a committee to Commercial consider the feasibility of the Education University taking steps to develop the teaching of the higher branches of commercial studies in the University was not considered as all the papers relating to it were riot circulated to the members giving them sufficient time to consider the question. [...] Sir Asutosh Mookerjce then moved the folloing: That the following procedure Publication of be adopted when the Syndicate Books determines that the publication of a book shall be undertaken by the University:- The Syndicate shall in consultation with the Board of Studies concerned and the Board of Accounts prepare a statement showing—(a) The object and necessity for the publication ; (b) probab
