In view of the great impotance both of the problem and of the suggested remedies Governmenb decided to give two clays for the discussion of Sir Tej Bahadur Sapru's Committee's proposals during the present session ; and the result of this was the debate which took place ou the 2nd and 8rd of this month. [...] That Committee had recommended a number of proposals relating to the superior services and the then Finance Member sir Edward Blunt held out a hope to us that the Covenment were going to recommend the adoption of some cf those retrencments to the Secretary of State and that if the House voted the additional taxation that he had asked for it would strengthen the hands of the Government in [...] The Hon'ble the Finance Mem'ier in his speech said—and it is also referred to in the Statement of Objects andBILL TO AMEND THE COURT FEES ACT 521 Reasons — that in those cases where the court fee on partition suits should be less than Rs.10 having regard to the value of the subject matter of the suit it is hard that one has to pay Rs.10 on the other hand this fee is disproportionate to the reli [...] The policy of the law the intention and purpose of the Court Fees Bill so far has been to realize the court fee on the value of the subject matter only in cases where the person.is not in possession of the property for which he sues and it is quite just and proper that only that person should be asked to pay full fee on the value of the subject matter who is not in possession and who is going t [...] He said in respect of those recommendations which were beyond the purview of this Government and for which the sanction of the Secretary of State was required that if this House did this and that he would go to the Secretary of State and urge him that such and such is the plight of this province the legislature has done this and that and under the circumstances he expected that the Secretary o
