Tradition and routine are at once the strength and the weakness of all established institutions : the strength because they ensure continuity and provide the framework for the living tissue—the weakness because the weight of the past may smother the energies of the present and a skeleton may do duty for the quick and vivid soul. [...] This as well as the League of Nations the question of sovereignty the duty of the court of arbitration were the most popular topics of the day for the science of international law.
