The clause presents two distinct propositions ; first the encouragement of the learned natives of India and the revival and improvement of literature; and secondly the promotion of a knowledge of the sciences among the people of the country. [...] Contact with the Vest in the persons of the officers of the Company had fired the imagination of the enlightened section of the Indian public who dreamt of a new and rejuvenated India taking her lawful place in the community of nations ; they believed that this rejuvenation could be brought about not by sticking to the ancient lore of the country but by importing from the West the ideas and ideals [...] The Collector of Bellary it is interesting to note " ascribed this to the competition of foreign goods the movement of troops and the substitution of European for native rule which despite a less rigorous enforcement of the revenue had impoverished the country."' Such was the state of affairs in the twenties of the last century. [...] The cultural portion gives an idea of the arts professions and trades of the family the communes the State and the regime and lays down the principal rights and duties of the citizen. [...] The chief rights are: (1) equality of all citizens in the eye of the law (2) the right of ownership (3) personal liberty (4) liberty of thought and of the press and of forming associtions so long as it doss not involve the safety of the State and Eli tranquillity of the citizens and (5) the right to vote.
