It is urged that the tiller of the soil in India is apt to regard the Gobernment as the ?nip-Imp or as the provider of all the amenities o' life. [...] Owing to the imperfect working of the competitive system it is often necessary on the part of the State to intervene in the interest of the poorer sections of the people IA ho have no bargaining strength. [...] The object of legislative intervention in such cases is to remove those frictional forces which prevent the free and unfettered working of the process of competition that determines the share of the national income accruing to the different sections of the community. [...] But they bring out the fundamental fact that in India legislative intervention has been un important factor in the aggregate of those forces that determine the distribution of income and that the effect of intervention has on the whole been to cause a diversion of the nationfgl income from the rich to the poor.16 THE CALCUTTA REVIEW [OCT.
