If these provisions were enacted it would be the University which would control the policy of of Secondary Education in the Presidency while in the opinion of the Government of India it is vital to maintain the principle that such control is the function of the Local Government and not of the University In the opinion of the Government of India therefore the provisions should be omitted from [...] They are designated by the word "Statutes." The rules made by the Syndcate are designated "Ordinances" and the rules paased by the Academic Council are designated "Regulations" Under the Act of /904 all regulations whether passed by the Senate or the Syndicate were subject to the sanction of the Government Under the new Act only the "Statutes" are subject to the approval of the Chancellor.
