The increasing share of some of the Sterling Bloc " countries in Burma's trade noticeable since the outbreak of the war htit become more pronounced during the period under review On account of shipping difficultiv and the tightening up of exchange import and export controls. [...] The profits if any made by the Board in exercise of its function under this Ordinance shall on the dissolution of the Board vest in the Crown and shall be utilised in works connected with the welfare and convenience of the inhabitants in the cotton producing districts. [...] The Governor may from time to time make rules— (a) for the guidance of the Board' in exercise of its functions ander this Ordinance ; (b) for supervision and inspection by the Committee appointed under sub-section (3) of section 4 of the accounts maintained and financial transactions entered into by the Controller ; and (e) generally for the purpose of carrying out the objects of this Ordinance
