This gives career politician a splendid oportunity to play their game of power politics and the Premier and the Ministers are selected not on merits or from the point of view of the good of the people of the province but in the light of the claims of the various groups existing within the Cogress Party. [...] The claims of a " mission to save the world " the assertion of the right to resort to arms for the sake of what are believed to he national interests the myths of a " superior race " and' a " national destiny " are all its products. [...] The present situation is that the French hold Hanoi the capital and Haiphong the chief port in the north both largely ruined through fighting and Saigon capital of Cochin-China in the south and a part of the roads. [...] I would go to the extent of saying that if the cultural atmosphere of our country remains like this there is no hope of cringing the situation ever The only hope of changing things arises from the hope of changing the atmosphere. [...] And a party is all the more open to the temptation of the dishonest practice when the cast bulk of the electorate is utterly incapable of understanding political and economic problems.
