The point of view is itself a valuable one in this age when the determination of the limits of the power of the state in relation to society is the problem of problems.— National Herald Lucknow. [...] The roots of the growing disorder do not lie in the mere existence of the difficulties but in the fact that the people are increasingly losing confidence in the ability of those entrusted with solving the difficulties. [...] The undoing of the Congress on the other hand_ would be the consequence of the outlook it has developed the values it has cherished the attitude it has sought to inculcate in the vast mass of people that came under its influefice. [...] The camouflage however crumbled in the latter stages of the proceedings of the Constituent Assembly 'when the question of the relation between the President of the Republic and Proviso vial Governors came up for discu.ion. [...] The Panchayat was a challenge from the citizens to the totalitarian claim of any party to be the custodian of the welfare of the people.
