The squabbles in U. P. the scandals in Bihar the scramble in West Bengal the charges ' in Madras not to mention the thoroughly demoralised atmosphere in many of the States' Unions all point in the same direction. [...] of the Bonn Constitution the correspondent of the Manchester Guardian writes: A symptom of the times— -indeed of all times during the last 100 years of German history—is the " Drang nach Rechts " the steady swing towards reactionary and obscurantist nationalism. [...] The cause for the current crisis is to be found in the sharp differenees of opinion between the Governments of the IJ.S. [...] The academic gulf btween the American and the British points of view appears to be as unbridgeable as the gap between the dollars and the sterling.
