O. both the parties have accepted the view that the question of accession should be decided by a free and impa'rtial plebiscite in Kashmir; but both the parties and partcularly India; have shown a very keen desire that the plebiscite should be held under circumstances which would enable one of them to the exclusion of the other to influence the votes of the people. [...] For the moment the seeker of light may be guided by the wisdom of the chairman of the Commission and Dr. [...] His concepts are necessarily tools in the task of examining the devlopment of the social antagonisms that result from the natural law of capitalist production.' In terms of the vast dialectic triad in which Marx saw the development of human history his view of the place of capitalism may be summed up in the following way. [...] The first two stagts of class society represent the frank negation of the thesis; while in the last stage of class society under capitalism there appears the negation of the negation the proletariat composed of free labourers which constitutes at the same time the destructive force within the anti-thesis and the means through which the synthesis a classless communist society will be achieved. [...] Among the features of the commune which Marx emphsises are the suppression of the -standing army and the substittion for it of the armed people 'U the disappearance of the vested interests and high representation allowances of high digntaries of the state " and the performance of " public service. at workmen's wages " and the "destruction of the bureaucracy." Thus in the proletaria
