O. both the parties have accepted the view that the question of accession should be decided by a free and impa'rtial plebiscite in Kashmir; but both the parties and partcularly India; have shown a very keen desire that the plebiscite should be held under circumstances which would enable one of them to the exclusion of the other to influence the votes of the people.
