The affairs of the Empire are in safe hands and the stability of society and institutions in this part of the world is not menaced in the slightest degree. [...] The extent of the circulation of a rumour is usually inversely proportional to the intelligence of those amongst whom it spreads and it is the duty of the better educated members of the community to investigate the reliability of any rumours they may hear and stop the onward progress amongst the less enlightened of those that are found to be unreliable or false. [...] The greatest of our epic poets has sung The king is the truth of the trutteller the virtue of the virtuous the dignity of the dignified—The lord master and the protector of the indigent the needy and the suffering. [...] To the British people have been entrusted in the councils of providence the high functions of teaching the nations of the earth the lesson of constitutional liberty of securing the ends of stable government largely tempered by popular freedom. [...] The left resounded with the echoes of the merriment of youths and maids : while a serene calmness held the right save where the flints resounded under the feet of the musing travellers.
