The above noted decision of the Government of Bihar also cuts against the Government of India's policy to bring down the price of sugar to stimulate its consumption in the country. [...] It was reported that in view of the higher prices ruling in some of the sugar markets the Government were considering a proposal for allotting the unsold balance stocks of the season 1951-52 held by the factories direct to the dealers at the controlled rates instead of the mills selling the same to the buyers of their choice. [...] The Committee therefore pointed out that the remedy for the rise in sugar prices in some of the markets lay in ensuring expeditious despatches of sugar from the factories by ensuring adequate and regular supply of wagons to the mills for sugar movement. [...] One of the weaknesses of that Agreement was that the basic quotas fixed were too large and that the Council was only given power to reduce them by a maximum of 5% in each of the first two years of the Agreement and after that only if all the countries entitled to such basic quotas consented to the reduction proposed. [...] For example in considering which of two acid "doctors" to use for a boiling batch the main thing to watch is the reltive strengths of the acids or the pH to which the batch is to be lowered before boiling since it is this factor which determines the efficiency of the "doctor." So far the "effect of pH" has been mentioned several times without further explanation.
