In his note34 INDIA TO-MORROW of dissent appended to the report of the Simon Committee of the U. P. Legislative Council we are given for instance a short history of the relations between the communities in Canada and of racial conflicts in the Union of South Africa and of the measures that have been taken to Safeguard the interests of the minorities. [...] The curtain had not been rung yet over the third act ; the picketting and the pistols the lathis and the machine-guns the imprisonments and the ordinances were going on merrily in India ; while across the seas in the black and foggy atmosphere of London was being set up a gigantic oval table in the historic room of St. [...] That altered the whole complexion of events ; the promised adherence of the Princes to the Federation emboldened many of those particularly in the Liberal and Conservative parties who were nervous about the risks attendant upon the introduction of responsibility in the Central Government. [...] The Conservatives felt the impact of the Gandhi movement as much as the others and realised that some serious steps should be taken to alleviate the tension but at the same time felt that nothing should be done which would have the effect of handing over the control of the machinery of the Indian Government to the extremists as they styled the Congress party for that would mean the end of the Br [...] But perhaps the most outstanding has been the general -apathy of the socalled educated classes and the hesitancy of a large section of the students in vigorously jumping forivard to the vanguard of the struggle.
