As the agent of the British Government and people the Secretary of State is practically the supreme and final authority in the Indian Constitution. [...] Since the Act of 1919 the spheres of Imperial and Provincial Governments have been demarcated with greater clearness by the preparation of two distinct lists one comprising the central and the other provincial subjects like the defence of India foreign relation customs railways coinage post and telegraph are included in the central list to be managed by the Government of India. [...] Below the Collector is the Mamlatdar in charge of a Taluk and last of all come the village officers the Patil and the Talati who are still the central figures in a village even administratively. [...] The reserved half is managed by members of the executive council who are not responsible to the legislature but to the Governor and the Secretary of State.
