The further the decision on possible courses of action to allay the present danger are delayed the greater will be the frustration of the people and the opportunities offered to reactionary communist or communalist forces to diturb internal peace and produce civil war in India. [...] The estrangement between the two countries is itself due as much to the economic malaise prevailing in the sub-continent as perhaps to the sequence of events immediately before the Kashmir incident. [...] And as between India and Pakistan the slower the efforts to lift the masses out of the economic morass the longer will be the duration of the stalemate now subsisting between the two countries and vice versa. [...] SITTING PRETTY The function of a good buget is to make a consistent whole of the entire policy of the government and Dr Mathai's budget this year has the merit of portraying the mind of the Government of India without any reservations. [...] The reservation may be small but in view of the urgency of the situation it detracts somewhat from the value of the brilliant analysis.
