The martyred death of the Nati resolves not only the conflict between the Buddhist Order and the persecuting king it also finds Lokeshwari —whose head went one way and heart the other—kneeling down before the stupa chaning the final verse of the mantra. [...] For according to the "leader of the nation" theory any clear-cut defintion of the Congress as of a normal political party in a democratic scheme of things would be to reduce the stture of the "leader of the ntion" that is of Pandit Nehru to that of the leader of a mere party. [...] The advatages from the point of view of the position of the "leader of the nation" are obvious. [...] On the one hand as the head of the Government he can have large room for manoeuvre in the sphere of policy not feeing himself bound by the leter of the Congress resoltions and on the other hand as the "leader of the nation" and the party boss combined he can the more easily exact conformity from the Congress to the decisions of his Goernment. [...] This in its greater prAMetupation with the defects of the Congress organisation seems recently to have tended more and more to overlook the fact that the main grievance of Congresmen like him was originally against certain policies and sins of omission and commision on the part of the Goernment as well as against the tendency on the part of the Governmental leaders to treat the Congres
