The last of the princely states — Tripura and Manipur — were taken over by the Government of India on October 15 and with this the process of unfication which began with the merger of the Orissa States in November 1947 has been completed. [...] Grants to Provinces The Government of India have reviewed the position governing the assistance by them to the provinces for implementing their development plans in the context of anti-inflationary measures the resources available to the Centre in the current and the ensuing years and in the light of discussions at the recent Provincial Finance Ministers' Conference. Educationally the Secretary added Tanganyika was the most backward territory in East Africa and the different types and changes 4)f government had greatly retarded the advancement of the indigenous people of Tanganyika.
