The larger the groups of dwellings concentrated in the village site the greater becomes the need of centralizing and cordinating agricultural tasks adopted for the advantage of all. [...] In the rural-agricultural world the tempo of life is adjusted to the balance and rhythm of Nature's processes the sequence of agricultural seasons with their distribution of sunshine and rainfall and the cycle of soil recuperation and vegetative growth. [...] In the psychology of this situation not in the specific terms of the Treaty of Versailles lay the seeds of the overthrow of the last peace settlement and the collapse of the League of Nations. [...] The two negotiated settlements between Rome and Carthage the successive negotiated settlements between the French Revolution and the various coalitions are ample proof that mere negotiation of the terms of the settlement is no guarantee for the durability of the peace. [...] Lacking such a link in 1905 at the time of the Russo-Japanese War and bing refused passage through the Dardanelles and through Suez the Russian fleet had been forced to make the long and difficult journey around the Cape of Good Hope to the Far East only to become a helpless victim of fresh naval forces in the battle of Tsushima.
