The first one deals with the survey of the conditions in India which comprises the results of the enquiry 'into the working of the system of government the growth of education and the development of representative institutions in British India and matters connected therwith." The Second volume presents the conclusions and recommendations. [...] and for the maintenance of law and order will be exercised under certain conditions without control of the cabinet or the legislture and in the event of a breakdown full powers of intervention will remain in the hands of the Governor subject to the direction of the Governor-General. [...] Regarding the Army the Commissioners advise that the defence of India should be treated as an imperial responsibility and should be in charge of the Governor-General advised by the Commander-in-chief as representing the Imperial authorities instead of being part of the responsibilities of the Government of India in relation to the Central Legislature. [...] As the stoppage in the working of the power plant of a factory stops the entire working of the whole machinery so is t:-ie case with any stoppage affecting the working of the directing man at the helm of affairs of a business concern. [...] The interruption of the business as a result of the death of the director is neutralised by the carrying of sufficient insurance on the life of the deceased.
