Although the need for long-term adjustments in the world structure of production and trade had been evident for some time because of the persistence Of the unbalance in international payments it was underlined by the aggravation of the unbalance during 1949 as a result of the decline in United States imports. [...] In particular the trade and payments setback of 1949 demonstrated anew that given the objectives of the Charter of the United Nations progress in solving the difficult and long-term structural problems underlying the present unbalance in international transactions can be made only in a context of full emploment in the industrialized countries and prgressive economic expansion in the under [...] A recognition of the essential long-range changes in the distribution of the world's productive facilities involved in the course of economic development is a first step in detemining the adjustments required if international trade is to satisfy in greater measure the respective needs of industrialized and undedeveloped countries. [...] The report contnues: An adverse factor in the food supply situation is the ineffectiveness and inadequacy of the state retail distribution system on which the urban population mainly relies for its purchase of foodstuffs." Current prices of foodstuffs in the Soviet Union are still much higher than before the war and while the price of bread is now more than three times the pre-war price the [...] Calling also for amendment of the reglations of the International Monetary Fund to permit it to operate a scheme for stabilising the flow of world trade the economists suggest that each Government accepts the responsibility of replenishing the money reserves of other countries.
