We might safely follow the Webbs in making the public ownership of instruments of production and the absence of the profit motive as the characteristics of the Socialist economy. [...] In this special case the lengthening of the structure of production is due to the de-' cision of individuals to consume less and the consequent release of money from the lower stages of the process of production. [...] On the slightest sign of the breaking out of an epidemic in any part of the State the Department of Health carries out an extesive survey of the affected parts and cotrols the further spreading of the epidemic by precautionary measures. [...] As a result of the vigorous eductional drive in the State nearly one in three of the population of school-going age was under instruction and the number of pupils to the total population of the State was as high as one in 20 in 1935. [...] The vast irrigation schemes the constrution of roads bridges and buildings the expansion of railways and the gigantic hydro-electric schemes and the starting of key industries such as soap sugar silk paper cement and steel have all contributed to raise the standard of living of the vilager.
