The contention of the advocates of the voctional principle is that it should be the dominating principle in the composition of the 11 Parliament. [...] Butler was impressed by the industrial activity of India and the amount of variety and the efficiency of industry and said that India deserved the place assigned to her in the International Labour Office as one of the eight chief industrial countries of the world. [...] the industrial revolution which required bags and cloth for the movement of great quantities of raw materials and manufactured articles all over the world the opening up of new countries requiring jute goods for the movement of crops to feed people of the industrial towns and cities the expansion of road rail and steam vessel transport and in particular the opening of the Suez Canal which br [...] The second term of the Committee's reference was to report whether in view of the present condition of the industry an immediate increase in wages can be given in any occupation centre or unit of the idustry pending the conclusion of the Comittee's work and the preparation of its report and to make recommendations in this behalf". [...] In the opinion of the Committee "the present condition of the industry" can be adequately gauged by a study of the coditions of the last six months in the light of the history of a few previous years and in relation to such future trends as they could justifiably forecast.
