MAIN A r M. The financing of the foreign trade of India through the discounting of the import and export trade bills and the conducting of arbitrage dealings in foreign exchange is its avowed object. [...] The securing of a competent and reliable staff in London is of course an entirely easy atfair.11 Training in the established routine of the London banks would easily enable the staff to handle the technical details arising in the course of foreign trade financing business. [...] By general consensus of opinions of the leading economists like Edgeworth Mashall Pigott and Dalton and others this principle leads to the Principle of Maxmtim Aggregate Benefit in the sphere of public expenditure and to the Pi inciple of Least Aggregate Sacrifice in the field of taxation. [...] This is not the way or the logical sequence in which the determination of the amount of money to be raised and spent and the determination of the distribution of reenue and expenditure take place. [...] Before the Great War any such study would have cocerned itself primarily with the problem of how to increase the volume of international trade how to divert the international flow of capital into the most productive channels and how to see that each country absorbed the surplus labour of the others.
