To The Commissioners of Divisions All Collectors The Settlement Commissioner and Director of Land Records The Director of Agriculture The Director of Agricultural Engineering The Chief Conservator of Forests The Accountant General All Departments of the Secretariat (except the Separate Department and Civil Supplies Department) Chairman Members and Secretary of the Land Improvement Inquiry [...] (c) To inquire into the methods of preparing and executing land improvement schemes under the provisions of the Land Improvement Schemes Act and to report on what modifications and amendments are necessary in the Act and the rules and orders passed thereunder to simplify and democratise the procedure and associate the owners and tenants of lands with the preparation and execution of the schemes. [...] Most of the inspections of the Committee were undertaken in the company of land-owners affected by the blinding and other operations and the Committee were thus enabled to appreciate the criticisms and suggestions made by the latter at the actual site of the works. [...] The bigger tals are in effect the means of securing the fertilization of land with the silt carried.down by the yearly floods and of ensuring the successful cultivation of crops after the floods have subsided on the residual moisture in the soil.
