The Board desire to draw your attention to the following :— (a) According to the terms of the advertisement the Board reserve to themselves the right to allot Indians either from Madras or Calcutta. [...] During the early part of the year complaints were made to the Board of desertions in the Klip River district and as a result of negotiations on the subject the Board placed an additional Indian constable in that Division under the direction of the Police authorities. [...] Some portion of the balance will be required during the coming year to provide for the additions at the Verulam Hospital and for the building of the proposed Central Hospital in the Glencoe Circle. [...] Owing to the large increase in the number of Indian Immigrants introduced and the consequent necessity for the payment of initial expenses in excess of the annual installments receipts the Board have been compelled to dispose of if4 600 of invested stock which realised a VC.
