the conservation of the peace by requiring sureties according to the terms of the commission ;Vie investigation of offences for trial and committal of the offenders the exercise of the power of summary jurisdiction under special statutes and that of the judicial function at quarter sessions. [...] Previous to the cession of Benares to the Company and until the year 1781 the administration of justice in the several pergunnahs and districts in the province of Benares was committed subject to the control of the zemindar (Raja of Benares) to the aumils or native collectors of the revenue who in the exercise of this trust were guided chiefly by unwritten custom."* On the 19th of October 1 [...] By that enactment the police of the country subject to the control of the Magistrates was declared to be under the joint charge of the tahsildars and subordinately to them of the land-holders and farmers of land who were bound to be responsible for the preservation of the peace special arrangements being made for the guard of the Deccan road. [...] The system for Benares was in its main features extended by the Regulations of 1803 and 1804 to the Ceded and Conquered Provinces and the first important change was made by Regulation XIV of 1807 the preamble of which began as follows :— " The tahsildari system of police established in the province of Benares and in the Ceded and Conquered Provinces with the 'divisions of the Bareilly and Benare [...] From the commencement of 1215 Fasli the charge of the police of the country was vested subject to the control of the Zillah and City Magistrates in officers appointed on the part of Government and subordinately to them in the land-holders and farmers within the limits of their respective estates.
