(3) If the decision of the District Magistrate is not in accordance with the opinion of the assessor or a majority of the assessors an appeal from it shall lie to the Commissioner who shall thereupon prceed to inquire into and determine the appeal with or without the aid of assessors as he may think fit in accordance with the provisions of sub-section (2) and the decision of the Commission [...] (2) Every such report shall be made within twelve hours of the occurrence of the accident and shall cotain a true description of the nature of the accident and of the injury 'thereby caused sufficient to enable the person to whom it is made to judge of the gravity of the accident. [...] (3) For the purposes of sub-section (2) clause (a) all goods being at the date of the presentation of the petition on which the order is made in the possession order or disposition of the insolvent in his trade or business by the consent and permission of the true owner under such circumstances that he is the reputed owner thereof shall be deemed to be the property of the insolvent. [...] Where execution of a decree has issued against any property of a debtor which is saleable in execution and before the sale thereof notice is given to the Court executing the decree that an order of adjudication has been made against the debtor the Court shall on application direct the property if in the possession of the Court to be delivered to the receiver but the costs of the execution sh [...] (1) Where in the opinion of the Court a debtor ought not to have been adjudged insolvent or where it is proved to the satisfaction of the Court that the debts of the insolvent have been paid in full or where a composition or scheme has been approved by the Court under section 27 the Court shall on the application of the debtor or of any other person interested by order in writing annul the
