2. The strength and personnel of the superior officers of the department icluding the Superintendent of Milk Societies and the Divisional Auditors have been furnished in Table I. The assistant Registrars' were fully active throughout the year in carrying out the programme of renovation of the movement and supervising collection work as also in improving the efficiency of the audit sub-circles. [...] The main item in the programme of reconstruction was the determination of the actual repaying capacity of the prmary borrowers and of the village societies and the degree of relief necesary for gradual realisation of overdues of Central Banks and the Provincial Bank. [...] The inability of the Central Financing Banks to reduce the rate of interest to the level of the paying capacity of the agriculturist members is due to the fact that there is scarcity of local deposits obtainable at reasonably low rate of interest and the Provincial Co-operate Bank is not in a position to advance money to the Central Banks at a rate below 5 per cent. [...] The cost of management of the Central Banks could not be 'reduced any further during the year in spite of the best efforts of the banks as well as the department. [...] Although the volume of business transacted during the year was almost double that of the previous year the profit earned by the society compared unfavourably in view of the fact that the society had to dispose of the old stock at the market rate which was below the cost price due to competition by Rangoon Rice and paddy in the Calcutta market.
