In the absence of a local body on the lines of a District Probation And After-Care Association after-care work in Bombay is directly managed by the Secretary of the Association with the help of four Probation Officers and an advisory Sub-Committee of the members of the Managing Committee. [...] On a reference to the Chief Presidency Magistrate Bombay as to his views on the contemplated expansion of work in Bombay he is of opinion that the strength of the stipendiary Probation Officers should be increased to ten for the working of the Bombay Probation of Offenders Act alone in addition to the formation of panels of voluntary Probation Officers. [...] It will not be out of place to say here however that the Starte Committee 1933 recommended the transfer of the Borstal School Dharwar the only Borstal School in the Province at present from the control of the Inspector General of Prisons to the Juvenile Branch. [...] The Superintendent of the School forwards in advance lists of all such children who are to be placed before the School Committee to the Secretary of the Provincial Association who institutes inquiries as to the home conditions and as to the willingness and fitness of the parents or guardians to take charge of the child and makes arrangements for the appointment of a Probation Officer to.supervis [...] With the separation of the Juvenile and the Association branches from the Backward Class Department it is possible now to devote all the energies of this Department to the development of work in the various fields.
