The resolution as it stands not only conveys the gratitude of the Indians on the appointment of His Excellency Lord Sinha but also conveys the gratitude of the people of this Province of all races nationalities and creeds for raising the status of thin Province. [...] His Excellency was the first Indian Advocate-General the first Indian member of the Viceroy's Council the first' Indian King's Counsel the first Indian member of the British Cabinet and the first Indian Peer of the Brittsh'Realm. [...] The meaning clearly is that if the President is absent as the President that is to say from the chair not necessarily from the House the Deputy-President or one of the panel of Chairmen nominated by the President shall take his place in the chair. [...] Of the two powers of the Council first the direction of the general policy of Government by means of legislation and secondly the exercise of control over administration through the budget we are to-day concerned with the latter. [...] 1. The previous sanction of the Secretary of State in Council is neeessary---- (I) to the creation of any new or the abolition of any existing permanent post or to the - increase or reduction of the pay attached to any permanent post if the post in either case is one which would ordinarily be held by a member of an all-India service or to the increase reduction of the cadre of an all-India serv
