The President : I have already given a reply to the point of order inasmuch as I have held that the time-limit for notice does not apply to the grant as a whole IAA after the items have been put to the vote it is necessary to put to the vote the.actual substantive demand for the -grant as dealt with by. [...] Part of that money is required for the completion of the buildings that is to say residences for the superior and the subordinate officers' of the Forest. [...] I would begin by quoting short extract from the Forest Report of the last year that is to say the year ending 30th June 1920 :— The conditions of many of the rest-houses and subordinates' quarters in the circle specially in the Singhbhum District is very unsatisfactory. [...] Hubback] [9th Mar& 1921 (which contains the three unhealthy divisions) has been responsible in the past for the death or for the incapacitation to a greater or less degree of many Forest Officers and it is I venture to urge the duty of Government to provide not only the officers of the Imperial Service but all members of the staff with unusually good accommodation in the locality with the e [...] I do not know if the hon'ble member has any evidence of unwillingness on the part of the Government to recruit from this Province if candidates suitable for the work come forward As I said before I believe one of the reasons why suitable candidates are not coming forward is the unhealthy condition of the places in which the officers have to serve and I would ask the Council to oppose the motion
