In cases where the operations are undertaken for the purpose of general administration the notification is framed under section 101 (1) under which the previous sanction of the Governor-General in Council is required except in the case of the districts of the Chota Nagpur Division other than the district of Manbhum. [...] In the preparation of the yearly progress report the object should be to convoy to the higher authorities in a concise and intelligent form the actual progress made during the preceding twelve months and from the beginning the stage reached and the general estimate of the work remaining to be done with the cost.
