Dimension of Piecegoods in Square yards and the division of the classes on the basis of width—An examination of the statistical heads—Production Statistics and Import Trade Returns—appears to show that the absence of vital details of statistics renders the work of comparison very difficult inasmuch as these details have become essential in view of the Protective5 policy adopted by the Government [...] There is no indication of the width of the goods made in India and therefore one cannot say whether the policy of Protection has restricted the industry of the country to a group of certain widths of cloth. [...] In future if it is decided in the interest of the consumers alone to restrict the protection to certain qualities of cloth only the data for such a decision could only be had if the piecegoods were classified on counts of yarn used in their manufacture or on the types of cotton used in the production of yarns. [...] Checking of the actual figures entered in the Register for the Cotton Goods--In the Rules framed under Act XX of 1926 a provision may be made empowering the inspecting officers to test the correctness of the entries in the register (Rule 6) by checking at random the actual average weights and dimensions of a few pieces of the standard cloths produced by the mills and entered in the register. [...] But an enquiry in the market reveals that the position of the group of yarn of counts 61s-80s is rather important and forms about 25 per cent of the bulk of the total imports of yarn of counts above 50s.
