The following programme was laid down by the Ministry on the eve of their assumption of office : il) hi view of the tact that the land revenue system known as Permanent Settlement and ihe land laws of Bengal have arrested the economic growth and development of the province and have adversely affected the national outlook of the people a Committee of Enquiry be immediately appointed to devise ways [...] The first and foremost concern of the Ministry ever since they assumed office has been the improvement of the lot of the tenants and the agriculturists of the Province who form an overwhelming majority of its population. [...] S. The following are the terms of reference to the Commission :— Generally to examine the existing land revenue system of Bengal in its various aspects with special reference to the Permanent Settlment; to estimate the effect of the system on the economic.and social6 structure of Bengal; and its influence on the revenues and adminitrative machinery of the Provincial Government ; to apprais [...] Apart from the quetion of imparting higher agricultural training for the purpose of improvement of agriculture in the province generally such training is necessary for supply of men with the necessary qualifications and training for the higher posts of the department as the importation of men of other provinces having no experience of Bengal crops and conditions has proved very unsatisfactory [...] (7) Scheme for the continuance during the year 1939-40 of the existing horticultural research scheme hitherto financed out of the grant of the Imperial Council of Agricultural Research the local Government bearing half of the cost thereof.
