[...] Three of the ten cases which were pending at the close of the year 3917 lave since ended in the conviction of the plaintiffs and their abettors. [...] Gaya Shahabad Saran Darblianga and Bhagalpur where the number of persons acquitted' was --far in excess of those convicted are mainly responsible for the low percentage of persons convicted and the results generally indicate need for more care in the preparation of cases and in the selection of accused for trial.
