vii When the conference between the delegations of the Governments of India and Ceylon failed in Delhi in 1940 and the papers regarding the failure were tabled the Governor found it necessary in view of the state of public feeling to send a message to the State Council/"Page 4. Council scheduling certain undertakings that had been given to the Government of India. [...] This distinction sought to be introduced between the Indians and the rest of the population has unfortunately proved the thin end of the wedge and marked the beginning of the introduction of discrimination by legislation and executive orders. [...] The inconvenience and the loss of salary of these voters on account of their enforced absence from employment could not be ignored but the award of compensation in terms of Article 17(1) of the Order-in-Council was valueless in view of the fact that the voter possessed no property from which the amount of the award could be levied". [...] The debates in the Indian Legislature in 1922 when the Indian Emigration Act was under dicussion the statements made in the Administration Reports of the Controller of Labour (Ceylon) from year to year the assurances given to the immigrants in Hand Bills circulated in India the replies made by the Government of Ceylon to queries raised by the Government of India all go to prove the position [...] A solution of the disagreement is much to be deSired not only for the avoidance of economic difficulties and individual hardship but also for the elimination of a cause of serious friction among the various elementof the population of the Island".
