6. Cost of the Committee.—Since 1st November 1927 the date of the Secretary's taking charge of his office to the end of 30th April 1929 the date of dissolution of the Committee a total expenditure of Rs. [...] In order to carry out these points of view scientific study of child development and training has resulted in various systems of education in the development of educational psychology as a science in the establishment of laboratory schools for studying children and in the application of the laws of physical growth to practical problems of health education and mental development. [...] This includes a knowledge of the parts of the body and of their functions and develoment of the natural wants of the body of the value of activity in promoting the healthy functioning of the organs of the body. [...] The height of the seat and the desk and the distance between the two should be regulated with reference to the size and the needs of every pupil. [...] But in schools and colleges physical education was neglected and even in 1903 the Royal Commission of Physical Training (Scotland) ' reported that one of the chief hindrances to the development of physical training in these public schools appeared to be the utter lack of system and the want of qualified teachers.
