[...] The speedy collapse of the second civil disobedience campaign enabled the police to devote more time to the warfare against the criminal and in spite of the spirit of lawlessness engendered by civil disobedience and of the general economic depression there has been a decrease in crime against property. [...] 801 buildings are still required during the next few years.3 9. The following changes and improvments were effected during the year :— (1) One inspector two sub-inspectors one assistant sub-inspector and 23 constables were added to the strength of the Hazaribagh district and 3 constables to the strength of the district of Gaya in connection with the administration of the Mica Act in these dis [...] The College was visited by His Excellency the Governor the Divisional Commissioner and the Inspector-General and was inspected by the Deputy Inspector-General Central Range and the Commissioner of Excise and Salt (in connection with the training of Excise cadets). [...] The percentage of non-cognizable crime to the total volume of crime was 56 for the province and varied from Proportion of non cognizable crime to the 46 in the Chota Nagpur Division to 73 total volume of crime.
