(2) On the occurrence of any vacancy in the office of the Mayor or the :Deputy Mayor the Corporation sludi at the meeting next ;liter the occurrence of such vacancy elect one of its '1101111/0i'S as Mayor or Deputy Mayor as the case may be and the ;Anson so elected shall hold office for the residue of the term of the office of the Mayor or the Deputy Mayor in whose place he is elected. [...] of the budget grants (b) shall have access to the accounts of the Corporation and may require the Commissioner to furnish any explantion which it Considers to be necessary as to the receipts and expenditure of the Municipal fund and may conduct an audit of the municipal accounts and check the abstract of receipts and disbursements for any month as furnished by the Commissioner. [...] (1) The Commissioner may in case of emergency direct the execution of any work or the doing of any act which would ordinarily require the sanction of the Corporation cr a Standing Committee and the immediate execution or the doing of which is in his opinion necessary for the service or safety of the public or for the prevention of extensive damage to any property of the Corporation and may dir [...] The Commissioner shall have the same right of being prsent at any meeting of the Corporation or of any Standing or Borough Committee and of taking part in the discussions thereat as if he were a member of the Corporation or of such Committee and with the consent of the Mayor or the Presiding ()hitter -of the meeting as the case may be he may at any time make a statement or explanation of fa [...] Without prejudice to the powers of the State Government under section 51 the State Government may by order authorise any matter or thing to be done which appears to it necessary for the purpose of -carrying on the administration of the affairs of the Corporation during the period of supersession or of reconstituting the Corporation under section 48 susection (2).
