In the meeting of the committee held on the 28th and 30th January 1939 it was suggested that a statement should be furnished along with the budget papers showing the state of the depreciation fund account relating to each individual railway separately and the chairman undertook to consider the feasibility of the suggestion. [...] On the examination undertaken in pursuance of this it was found that only the total nominal balance at the credit of the depreciation fund (that is the contribution to the fund minus the expenditure on renewals) could be distributed between the various railways and not the actual net balance (that is the nominal balance minus the temporary loans to meet deficits etc.). [...] 4. The matter of improving the position has become one of urgency owing to the decision to provide increased facilities on the Ondal-Khana section of the East Indian Railway and a proposal to close the Bengal Nagpur Railway Shalimar ferry which together will have the effect of appreciably increasing the number of trains to be dealt with on this section of the Eastern Bengal Railway. [...] As regards any additional expenditure arising from the recommendations of such a body it would come to the notice of the committee in the usual course in the discussion of the demands or separately as might be required by the rules on the subject. [...] 9 000 on account of annual increments to the gazetted staff are covered by the saving in the pay of officers due to the changes in personnel and the saving due to the expenditure incurred this year for the officers on special duty not being expected to recur next year 5.
