The figures of imports from India into the U. S. A. and Canada as shown in the official statistics of the two countries do not always agree with the corresponding figures of exports included in the Indian Accounts and as pointed out by the Trade Commissioner at the beginning of the report he has employed both sets of figures fir the purposes of analysis of India trade. [...] By the end of the year it was generally recognized that the anticipations of early September had not been justified but nevertheless the war in Europe and especially the possibilities of an intensification of the war in the coming spring were considered in business circles as bullish" fators in the economic situation. [...] The sharpest drop in operations was in the steel mills where the rate of production declined from the high of 94.4 per cent of capacity at the beginning of December 1939 to 77.3 in the last week of January 1940. [...] The substitution of cotton and paper for jute in bag manufacturing towards the end of 1939 when prices of jute and burlap increased to the point where the advantages especially in appearance of using cotton and paper were not outweighed by the difference in price in a case in point. [...] Although the larger imports in 1939 as compared with 1938 of dry and drsalted goatskins from India were due to increased imports in the first half of 1939 imports actually declining during the last quarter of 1939 as compared with the previous quarter in 1938 the heavy purchases made in September did not arrive in the United States until 1940 and therfore were not reflected in the 1939 fig
