[...] This point is of special importance at the present time when an election is in the offing To some of the men in power the tempttion is great to use the influence of government servants even to the extent of arranging transfers of suitable instruments to secure power again but they must realise that this very short-sighted policy is bound to recoil upon them within a few years and is disastr [...] The only real remedy for this state of affairs lies in raising the calibre of the Legislators the sense of responsibility of the Minister and the character of the officer. [...] The continuous tranmission of ideas from the Government to the electorate the keeping in touch with the constituency which is so important to the legislator and the influential party man in other countries does not seem to occupy much of the time of their co-evils here.
