In examining the above questions the Committee will have regard to the decision of the Government of India as to the areas which are to be the subject of special treatment (paragraph 199).2 3. [...] Calcutta the Bengali domiciled commnity of Bihar and Orissa the Ahoms of Assam the Mahars of the Central Provinces the Uriyas of Madras and the Parsis of Bombay. [...] In the Madras presidency the non-Brahmans (omitting the depressed or untouchable classes) outnumber the Brahmans in the proportion of :about 22 to 1.
