The Governor General is SeLord Rector of and the Lieutenant-Governor of the United Provinces of Agra and Oudh is the Visitor of the University. [...] The Senate will have entire charge of the organization of instruction in the University and constituent colleges the curriculum and the examination and discipline of students and the conferment of ordinary and honorary degrees. [...] In the pronouncement of educational policy which was issued by the Government of India when I was in chargeor the Educational portfolio the following passage occurs :- In the forefront of their policy the Government of India desire to place the formation of the character of the scholars and under-graduates under tuition. [...] Do you fully realize the great opportunity which you have 'under British Rule of conserving and developing your national life within the circuit of the British Empire the greatest and the freest that the world has ever known I Do you realize the signifcance of the acceptance by the Viceroy of a Resolution that India should be represented in the conferences of as"the Erni:die wits an assurance [...] The welfare and prosperity of Burma will be the unchanging aim of the Government of India and I am confident that theleprogresiiie avance of the province will be the constant pre-occuption.of the able Lieutenant-Governor into whose bands the interests of the province have been confided.
