The following tribute from a western observer may be of interest to our readers ; speaking of the Pandits in the Tols of Bengal in the thirties of the last century he says : The humbleness and simplicity of their characters their dwellings and their apparel forcibly contrast with the extent of their acquirements and the refinement of their feelings. [...] It was a significant event in the history of the world ; for it brought about a meeting of the old and the traditional with the new and the revolutionary in the cultural life of humanity." 14 EDUCATION IN MODERN INDIA [ 2 ] THE BEGINNINGS OF A NEW SYSTEM The begininings of the present system of edcation in India can be traced to the efforts of the Christian missionaries who came to this countr [...] The first was an endeavour to win the confidence of the educated and influential classes by encouraging the learning and literature that they respected and by strictly avoiding any supicion of proselytism: The second principle was that as the funds at the disposal of the Committee were quite inadequate it would be best to apply the funds to the higher education of the upper classes as dist [...] On the basis of the evidence the educational policy was reformulated and it was embodied in the shape of a despatch which was sent by the President of the Board of Control to the Government of India in 1854. [...] The Despatch of 1354 commends to the special attention of the Government of India the improvment and far wider :Niucatioa both English and vernacular and prescribes as the means for the attainment of these objects : (1) the constitution of a separate department for the administration o-2 educt::on ; k.2: the institution of of universities at the presidency towns ; (3) the establishment of ins
