The President shall be the custodian of all the archives and records of the Society and shall be one of the trustees and administrators for property of all kinds. [...] provided that the presiding officer chosen shall in each case obligate himself to obey the instructions of the parent Society as to the work of his branch society and the FellowsOf the branch society take each an obligation to obey the directions of their own President and shall be willing to conform to the rules of this Society as communicated to them from time to time through the President [...] An agency for the importation of Theosophical literature started for the convenience of our readers gradually grew into a permanent bureau and has increased its transactions proportionately with the development of"7 the literature of the movement and the increase in the number of Branches throughout the world. [...] Great obstacles exist in Europe to the spread of Theosophical literature in the variety of languages of the different nations and the centralisation of administrative supervision at our Head-quarters is opposed by the incompatibility of national temperments of the peoples.
